Key responsibilities of the City Clerk’s Office include:

Meeting Support:

Scheduling city council meetings, preparing agendas and supporting documents, and recording and transcribing minutes, notes, and records of proceedings.

Local Elections:

The City Clerk serves as the Local Election Official and oversees all Zion municipal and township elections, including early voting and candidate filing. Election information can be viewed HERE.

Voter Registration:

Voter registration and absentee voting are available in person at the Lake County Municipal Building in Waukegan, IL. Visit this page to find your election day polling place.

Public Information and Liaison:

The Clerk serves as a key point of contact for the public, providing information on city laws, policies, and decisions, and acting as a liaison between city officials and the community.

Legal and Legislative Support:

Assists with the preparation of ordinances and resolutions, ensuring that official documents are properly filed and maintained.

City Seal:

Attests to official documents and serves as custodian of the City’s official seal.

Government Transparency:

Maintains and provides public access to records, ensuring transparency in government operations.

Checks and Balances:

The Clerk’s independent record-keeping role supports the system of checks and balances within the City government.

Central Administrative Point:

Serves as a central hub for administrative functions, supporting City departments and officials.

OMA Designee:

The City Clerk serves as the City’s Open Meetings Act (OMA) Designee, responsible for ensuring compliance with all OMA regulations — including public notices, meeting minutes, and electronic attendance requirements.

Zion Municipal Code Custodian:

Acts as custodian of the Zion Municipal Code. Ordinances passed by the City Council are sent to the codifier for quarterly incorporation into the Code.

Special License / Permit Administrator:

Issues liquor licenses, raffle licenses, parking permits, and temporary resident vehicle licenses. Download additional applications HERE.

Mosquito Control Program Coordinator:

Coordinates the City’s mosquito control schedule. Program information is available HERE.

Lake Mound Cemetery Overseer:

Maintains the official records of Lake Mound Cemetery in Zion. More information can be viewed HERE.

City Website Manager:

Other Duties of the City Clerk’s Office:

  • Manages bid process and contract awards
  • Coordinates municipal electrical aggregation contracts
  • Provides administrative support for the Liquor Control Commission
  • Maintains tax-exempt properties listing
  • Receives and records petitions, lawsuits, and official notices
  • Collects hotel / motel tax
  • Maintains all City-owned vehicle titles and license plates
  • Maintains rosters of all City Boards and Commissions
  • Prepares Public Affairs Department budget
