Water Billing & Service

Turn Off / Turn On Fee: A $110.00 non-payment fee ($55 off + $55 on) is charged to every account that has been terminated or when a termination attempt has been made.

Water Billing Overview

For billing purposes, the City is divided into 3 sections. Each section is billed quarterly, so each month a different section’s bills are prepared. Meter readings are collected electronically by Public Works.
  • Bills due: First Monday after the 20th of the month
  • Shut-off: Occurs 2 weeks after the penalty date on the bill
  • Extensions: Available to property owners who meet criteria (see “Extensions”)

Please do not put cash in the night depository box.

  • Direct Debit from a checking or savings account
  • Tenants responsible for water bills can receive a duplicate bill in their name (landlord must call (847) 746-4008 to add tenant info)

Extensions

If you can’t pay by the penalty date, the City offers extensions to property owners who meet the criteria. The owner must come in and sign an extension contract; 50% of the bill is due that day, and the balance is extended until the end of the month.
No extension if any outstanding fines, liens, tickets, or bills (including other water bills) are owed by the property owner and/or tenant.

Water Supply

Zion purchases water from the Lake County Public Water District and uses approximately 2,000,000 gallons per day.

Meters are read between the 1st–15th; bills are prepared/mailed the last day of the month; the penalty date is 20 days from the billing date; shutoff notices go out 3 days after the penalty date.

Final Readings (Property Sale)

A final reading is required when you sell your property. It’s your responsibility to set an appointment for a final water meter reading to protect against future liability for usage.
  • We must obtain an inside meter reading and verify the outside reader.
  • Water will be shut off at the time of the final reading unless the new owner has posted a deposit and signed a service contract in advance.
  • If the property will be vacant for an extended time, consider having the meter removed and stored.
  • A closing letter may be requested; it lists all debts owed to the City (excludes pending litigation and charges incurred after the letter date).
  • A final reading must be completed before a closing letter is issued.
  • Please allow 1–3 business days prior to closing.

Applications & Deposits

Municipal Code Β§94 requires owners starting new water, sewer, and/or waste service to apply with the City and pay a deposit.
  • Residential (≀4 units): $200
  • Multi-unit (β‰₯5 units): $125 per unit
  • Owners with a 5-year non-delinquent record on a personal-residence account in Zion are exempt (does not apply to rental/lease property).
Deposits are held for 2 years with a non-delinquent record, then refunded with interest. The City pays 4% per annum interest on deposits; interest is paid when the final bill is paid (unless previously refunded).
