Trimming

The City of Zion is responsible for trimming all parkway trees within the city limits.

Removal

The Public Works Department is responsible for removing parkway trees. The Supervisor of the Street Division determines whether a parkway tree should be removed. If the decision is uncertain, the Supervisor consults a certified arborist or forester recognized by the City Council to make a determination based on professional assessment.

The City may remove a parkway tree for the following reasons:

  1. The City determines the parkway tree is dead and poses a hazard to public safety.
  2. The City determines the parkway tree is dying or in distress and may become a hazard to public safety.
  3. Removal is required due to the construction of a public improvement project.
  4. The City determines that the parkway tree obstructs motorists’ sightlines along a public street or right-of-way.
Parkway Tree Removal Procedure

The Supervisor of the Street Division (“Supervisor”) follows these steps when a parkway tree may need to be removed:

  1. The Supervisor receives a report or identifies a parkway tree for potential removal.
  2. The Supervisor visits the site to assess the tree.
  3. The Supervisor takes a photograph of the tree for documentation.
  4. The Supervisor determines whether the tree should be removed.
  5. If the Supervisor is uncertain, they will consult with the City’s certified arborist or forester. If the property owner disagrees with the decision, they may appeal the decision in the following order:
    1. Director of Public Works
    2. Commissioner of Public Works
    3. City Council (whose decision is final)

Once removal is approved, the Supervisor informs the property owner of the scheduled removal date. After removal, the Public Works Department grinds the stump and restores the area with topsoil and grass seed.
