City of Zion Emergency Services & Disaster Agency (ESDA)

Purpose

Originally founded as the Zion Civil Defense Agency, the name has changed but the goals remain the same — to prepare the City of Zion and its residents to respond effectively to any disaster or emergency that may arise. By ordinance, the City of Zion’s Emergency Services and Disaster Agency (ESDA) performs such functions within the city as prescribed by the State Emergency Management Agency plan and program prepared by the governor, and such orders, rules, and regulations as may be issued by the governor. Additionally, ESDA performs duties outside city limits as required under mutual aid agreements with other political subdivisions within the State of Illinois, as provided by the Illinois Emergency Management Agency Act (Ill. Rev. Stat. ch. 127, § 1051 et seq.). In addition to assisting during disasters, the City of Zion ESDA plays an integral role in supporting the City’s daily operations and public safety functions, including:
  • Traffic control for City events such as Nostalgia Days, July 4th Fireworks, and the Jubilee Day Parade.
  • Traffic management during emergencies (accidents, utility incidents, debris removal, or flooding).
  • Providing portable scene lighting for Police and Fire operations conducted after dark.
  • Offering limited rehab services to Police and Fire personnel during extended operations.
  • Serving as weather spotters, deployed to monitor and report storm activity.
  • Maintaining and testing the City’s four Outdoor Warning Sirens — tested on the first Tuesday of each month at 10:00 a.m.
